Charles Andrew Hammond of Paintsville was arrested late last week cutting then stealing Telephone line.
A motion detector at the phone line location on top of Starfire Hill and when deputies got to the site saw the missing line and a man standing underneath who was identified as Hammond and after a short chase was caught .
AT&T says the cost and replacement of the line will cost around $10,000 dollars
